How is it that a pardon does not restore a person’s Constitutional rights (which IMHO should only be “interrupted” during a period of incarceration)?

Despite Reagan’s pardon, Haggard’s criminal history didn’t allow him to own a gun. Sounds like a crappy "pardon" to me. Sounds more like parole.
