It fades in when the other links (shopping, maps, etc.) fade in, a few seconds after loading. I think Google does this only when the user is coming from a US based IP address.

NOTE: As an alternative to Google.commie:

Try scrooglescrapper.org for searches. They ‘poke’ at google all the time. It’s funny and actually a pretty good search engine. FYI

Looking at the page source, the image and text appears when triggered by the event, "onmousemove". So, presuming JavaScript is enabled, a mouse gesture is required for it to be visible.

I disagree, normally whatever the flavor of the day, which they do recognize or support has the “GOOGLE” Monument/Logo memorialized or decorated. See past pop-culture events such as XX Genetic glorification, Homo-Leninist recognition, Anti-American admiration, and International tributes to Foreign Nation Associations…

This is not recognition; it’s a minimalization and a slap in the face to a country which upholds their ability to have such freedoms.
