Department of Homeland Security (DHS) Secretary Janet Napolitano this week designated 11 new countries as eligible to participate in the H-2A and H-2B nonimmigrant visa programs, which allow U.S. employers to bring foreign nationals to the United States to fill temporary or seasonal jobs for which U.S. workers are not available.
The 11 newly designated countriesCroatia, Ecuador, Ethiopia, Ireland, Lithuania, The Netherlands, Nicaragua, Norway, Serbia, Slovakia and Uruguayjoin 28 countries previously designated as eligible to participate in these programs. The initial lists of participating countries for the H-2A and H-2B programspublished in December 2008expired on Jan. 17 and 18, respectively. After consulting with Secretary of State Hillary Clinton, Secretary Napolitano determined that the 11 newly designated countries meet the standards required for participation in the H-2A and H-2B programs. The new combined list was published Monday in the Federal Register.
On a case-by-case basis, DHS may allow a worker from a country not on the participating country list to be eligible for the H-2A or H-2B program if such participation is in the interest of the United States. For more information, visit www.dhs.gov. ###
Just what we need with an effective unemployment rate of 17 percent. These people are out of their minds. US policy favors foreigners at the expense of Americans.
How possibly can we need non citizens to fill positions in this country? With the massive decline in industry, tech and manufacturing there are thousands of engineers and other profesionals either under employed or unemployed. They, however would require a competative wage to employ them, whereas refugees from former Soviet Basket case countries and the third world simply work for less money.
We could use more blarney talkers to staff all the Orsh pubs!

Both Visas are for temporary work, but; we have plenty of US workers out of a job. What is this damn clown Napolitano thinking with US workers laid off, fired, etc.? She appears like the omnipotent witch, but; anyone with an ounce of sense can see the fool she really is. This clown thinks we need more H-2a’s tempory agriculture workers, and, next H-2b’s, tempory non agriculture work. Hell, we have enough security problems, too.
Now, how the hell does she insure these clowns have airfare home? This woman is a kook. We should demand that all men who are father’s of children being supported by any federal program- from school lunches, AFDC, food stamps, housing subsidy(ies), SCHIP, etc., to ALL WORK these jobs. There should be no choice.
What ever happened to social workers banging on the damn door at night to make certain the mother drawing AFDC was not sleeping with the bum who did not support the kids we pay for?
They will work for whatever is being paid when the going gets tough.
Like in every other country, it is time that American citizens get first dibs on jobs instead of having to go to the back of the line or the back of the bus.
Well, when the going is really tough they will want to get those jobs. However compare the following candidates:
Obviously the immigrant is a better hire. He won't be bored at the job because it's on his gamma level. He won't ask for his rights because he isn't aware of any. And he is young and strong.
Fact is, engineers and scientists make poor farm workers. They aren't used to hard labor; many of them are old. They'd need to work for *less* money than an immigrant to get the job. This is not very likely.
In any case, it is wasteful to have millions of top notch specialists and send them to work the fields. That is reminiscent of policies of Mao and Pol Pot. Those "geniuses" had no use of educated people. Do we need to follow in their footsteps, to fail just like they did? You can't rebuild the wealth of the USA if all your industry is farms. The government should work on bringing high tech industry back into the USA.

Where are these unemployed PHD Physics? I damn sure do not know of a single unemployed PHD in engineering MGMT.
If you know of these people, I feel certain I can get them six figures and full benefits.
