Sounds like they were smart enough to understand chemistry and apply it 'on the fly.' (mixed a chlorine-based chemical with another item) And smart enough to avoid capture.

There are several things that can be mixed with Chlorine to make a bomb or and incendiary device. I won't say what they are because I don't want to be ripped for it, BUT these things can be found on the net easily enough. This does sound like more than a shoplifting incident to me though.
