My understanding is that they want to have one or two guys who are obvious and then others that are "undercover". Your less sophisticated bad guys will focus on the obvious guys and miss the undercover ones.

I think that's the Cuomo's son playing " ass marshall". He's the Cuomo Hillary screwed over. He had been Clinton's HUD chief, and intended to run for New York Senator until Hillary wrecked his plans.
I can't find any articles to back me up on this..someone will correct me if I'm misremembering their history.
