WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

Initially, I had some minor difficulty getting a definition for Rhinotillexomania. I had thought of making up my own.
Then I found the correct definition.
So I'll simply offer my incorrect definition as a possible substitute:
Rhinotillexomania -- that condition of extreme inebriety in which it seems a good idea to attempt to plow a field using a rhino's horn, and the rhino.
One is advised not to do this. In addition to the difficulty of getting the cooperation of a fully grown rhinoceros, it is almost impossible to keep the lines straight.
