WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

"what's happening?" Nobody can figure out how to make money.
It's like the donut business. If you make the holes bigger, you need more dough to go around them. But if you make the holes smaller, it takes more dough to fill in.

The original pinglist was conceived between MikefromOhio and myself as a little way of expressing our growing discontent with the OSS troll.
Every time he stank up a tech thread, I pinged the list as a subtle sign of unnngh. Kinda like the picture of the Pueblo crew "secretly" giving their North Korean captors the finger...
With the list growing and the OSS troll not being a major issue any more on the tech threads, we've expanded the scope significantly--to include idiotic/bizarre/funny postings, trolls, undead threads, and overall silliness.
