WASHINGTON, May 31 After vowing to steer a greater share of antiterrorism money to the highest-risk communities, Department of Homeland Security officials on Wednesday announced 2006 grants that slashed money for New York and Washington 40 percent, while other cities including Omaha and Louisville, Ky., got a surge of new dollars.
Homeland security officials said the grants were a result of a more sophisticated evaluation process

Someone has to organize the enormous number of products we all use every day, and every little store can't deal with the factory.
The factory sells 'tons' of stuff every year, mostly to distributors that place orders for specific items.
The distributors sell the stuff they've ordered
at shows where the offer their wares to retailers.
The retailer sells the stuff to the public in their showrooms.
All of those steps are important, and all of those people are 'earning a living'.

"Bob makes it for $5 including parts, labour, and expenses.
Bob sells it to Monkeyface for $10, and makes a profit of $5.
Monkeyface offers it for sale to the general public for $15, and makes a profit of $5. "'Face is ripping me off. I do all the work, and she makes as much profit as I do!
I gotta get a new business partner. Hey, Stephen!

"BTW, what's your product?" I offer a fine line of sputum samples. At five dollars apiece, the market is limited, but the profit potential is enormous.

Depends on where she is selling it.
I used to make a bit on the side by buying stuff locally and then taking it back stateside where I would then sell it out of my suitcase.
Now while I probably made as much profit as they did I would not say that they did all the work. Have you ever lugged sixty pounds of alabaster through eight airports?
