They don't have a fear of using muclear power.
They lift the shuttles to the top of the atmosphere using hot hydrogen balloons, and then launch from there.
The escape velocity is only 24.6 kms, just over twice that of Earth, at 11.18 kms. Considering that Neptune is four times Earth's size, that's not a bad deal.
I will likely have to work tomorrow, so this will probably be my last post for the evening.
