I had heard that NARA refused to collect many documents. There is a picture floating around with Trump staffers standing outside the WH (supposedly taken shortly before 45’s term ended) with piles of boxes waiting for them to be retrieved. The conspiracy would be that it was a set-up: NARA refused to collect documents forcing Trump to remove them himself. Then NARA complains to the DOJ to raid and prosecute. It was all a frame up. Can’t confirm this story but I have seen it written.
