What does Congress have to do with this? It seems Trump can declassify as he deems fit.
In other words, Trump is delegating.
He has already said he will declassify all docs related to this stuff so it appears he's delegating to this task force the same way he delegates to everyone else in the Executive branch.

Or is he shoveling it off because of expected redactions and more delays? All he’s ordered so far is preparation of a plan to release the documents. After 60 years why is a plan needed? Somethings not right.

Yeah maybe so. Definitely good to get congress on board. Even better to get congress moving on permanent legislation to make tax cuts permanent etc.
I pray that Luna and Commer can pull these disclosures off. Each of the major items comes with its own coverup - 80 years on UFO and ET secrets and sixty years of coverup on the killings of JFK and his brother. It is my opinion that the Kennedys were killed over their efforts to get ahold of the wicked CIA and the UFO/ET issue. That effort which resulted in their killings says the current disclosure effort is not for the faint hearted. Right out of the gate Luna said she believes there were two shooters in the JFK killing.
