It would be built 100s of feet below the ocean bed in solid rock.

It can be done, no question. There is just no need because cargo ships and planes are more efficient.
However, another problem is how to power the train to go through it, because you would be looking at an approximately 5000-6000 km. That’s like trying to power a home in California from a powerplant in New York.
