There are existing shoulder-aimed/fired directed-energy anti-drone defenses. They work quite well.
The Association of Old Crows (EW/SIGINT/ELINT) published an entire magazine on the topic. One of them was on the cover.

yup. Also for flights over 400’ AGL, and flights over populated/commercial areas or duh when used for commercial purposes.
If they were Chinese they wouldn’t bother using marking lights on them. Probably a bunch of nerds making them and flying them around.
So, best-case scenario: it’s a bunch of hobbyists getting off on freaking people out. Worst-case scenario: they’re DoD drones carrying gamma-ray sensors, searching very intensely for either a dirty bomb or small nuke (courtesy of Iran? Trying to get Trump before he’s inaugurated?).
If something nefarious, why would they be running navigation lights to begin with?
Unless they wanted to draw attention.
Probably so they don't run into each other, our Government doesn't need an accident like that to expose them.

I don't think that's what he said. Here's what he said (from the transcript):
A commanding officer from the from the Coast Guard [...] said that one of their 47 foot motor lifeboats was followed by between 12 and 30 of these drones as they went through the water.If I read that correctly, he said that the boat was going throught the water (i.e., underway), not that the drones were coming out of the water.
That said, UFOs have regularly been spotted coming out of the water. IIRC, that's one of the "5 observables." If someone considered a solid source (like a policeman or Coast Guardsman) provides an account of these "drones" coming out of the ocean, this story will be entering a new chapter.
The lights are on so aircraft don’t hit them in VFR flight. Who ever is doing this is sending a message and they don’t want the optics of having a passenger jet hit a SUV sized drone at 5000ft AGL downing both. Even China or Iran are not dumb enough to bring down a passenger jet by negligence plus the lights are to show they are there that’s the whole point. If they wanted to drop chemical or biological payloads they could and with dozens in a swarm we are powerless to stop them even a flock of F35/22s would be overwhelmed by a couple hundred drones all diverging and scraping the deck at 200+ mph, you are looking at the future of warfare. Lasers , EMP and microwave weapons are what’s needed and those would be for high value targets you can’t protect the general population to spread out. When every cargo ship is a potential drone swarm ship or cruise missiles by the hundreds it changes the game. You would have to kill global shipping and therefore commerce, it’s impossible to search every ship in the oceans no does international law allow for it.

We don’t currently have a president who cares about the safety and security of Americans. If we did, he would demand to know what the drones are and where they are from.
Is there technology to disable a drone? If not, why not? Take one down and examine it.
Is there sophisticated radio technology that would be able to intercept the signals that control the drones? Are there radio spectrum experts who would know what to make of the signals?
It seems the government can find out anything about anybody when it wants to, but when it doesn’t want to, it pretends to be ignorant.
The more I think about it, the more I think these are either controlled by hobbyists or DoD, not a foreign actor. Could a foreign actor pull off something like this for a day or two? Sure. For a month? Likely not. The logistics are very difficult. They’d have to have a lot of operators inserted in-country who are prepared to “fly-and-scoot”. And the last thing they’d do is have the drone lights on.
If it’s hobbyists getting off on freaking people out, there’s not much more to be said — it will continue until the governor gets fed up and directs a manhunt to find the operators.
If it’s DoD lying about the drones being theirs, we won’t get answers until someone starts taking them down and waiting to see who screams about their broken drone. If DoD is lying, my guess is that Murphy has been informed as to what’s really going on, which would explain why he wasn’t at the meeting today.
I don’t think it’s a SAP or SCI program. They’d have to know that people would notice dozens of drones all over the state and would ask what the hell is going on. I would expect them to fly in a very remote location, someplace like WSMR or Pax River, not over the densest state in the Union. If it’s DoD, they’re doing it for an overriding reason, not just due to some development program.
