Speaker of the House Mike Johnson is reportedly considering the inclusion of the SAVE Act in the upcoming spending bill. This decision comes at the behest of former President Donald Trump, who has made it clear that election integrity is a non-negotiable priority.
The SAVE Act, which mandates proof of citizenship for voter registration in federal elections, has become a rallying cry for many Americans who believe it is crucial to safeguarding the sanctity of the ballot box.
President Trump has been unyielding in his support for the SAVE Act, going as far as to suggest that the government should shut down if the bill is not included in the Continuing Resolution (CR).
Speaking on Monica Crowley’s podcast, Trump emphasized the importance of the SAVE Act, along with other measures like reverting to paper ballots and bolstering border security, as essential steps to protect the nation’s future.

IOW, the states cannot bar people from voting for President if they use the federal registration form without proof of citizenship.
The federal law that allows registration for Presidential voting without proof of citizenship (National Voting Rights Act) supersedes any state laws requiring proof of citizenship.
IOW, Congress baked into the cake illegal registrations. The SAVE Act would simply remove that huge fraud avenue.
Notice that in your link it refers to congress setting voter quals.
Put forth a bill to require citizen only voting.

Right after taking the gavel in October 2023, Johnson said in a letter obtained by ABC News to colleagues that he would not break for August recess until all 12 appropriations bills had passed the House.
“DO NOT break for district work period unless all 12 appropriations bills have passed the House,” Johnson wrote in his first letter as speaker.
That promise was not kept.
Meanwhile, to date, the Senate has not passed a single appropriations bill.
