Whoever is ‘brandishing’ those abandoned handcuffs, better put them back on the asphalt before the two cops notice the cuffs are missing. Also. try to resist making (and uploading) a selfie showing your face as you clown around wearing the cuffs.

From what I could tell, all they essentially did is surround him, talk to him. It was CLEAR they didn't really know what to do past the talking point and yes, he eventually took off.
Serious question for someone who may know:
Are new police officers still taught how to fight, or at very least, are they taught methods of self defense?
I’m not talking about spraying Mace or blowing Whistles.
I’m talking about grappling or boxing. Wrestling down on the ground as the case may demand.
The handcuffs thing reminds me of some Harry Houdini stunts where the padlocked and chained trunk would be opened to see the handcuffs but no Houdini.

Just to even things out a little, although these SIX male cops finally arrested their target. One can understand why they didn’t see him at first, but then, it’s mind-boggling that they walked right next to the guy in his bright white shirt! And they had a helicopter overhead trying to contact them, too:

It all comes back to one simple undeniable fact, how big and strong you are, makes a difference as a cop, as it does in some other occupations.
You sometimes have to physically control a situation, may it be subduing someone in an arrest, controlling folks in a protest/riot, or breaking up a fight between two dudes. These are real events which happen.
In fact, being smaller and weak likely even increases the probability of someone resisting arrest etc. People do “size each other up,” in such situations and if you look like you can kick-ass someone is less likely to cause trouble. A woman acting butch doesn’t look like she can kick-ass. She just looks like a little boy, a woman that wishes she were a man. But everyone still knows she’s a woman, weaker, smaller...

It’s not sexist, it’s a fact, an empirical measurable reality.
A female simply has a significant disadvantage since she is on average shorter, lighter, and with less muscle mass. Her ability “on average” to handle such situations is far less than her male peers. Sadly, when going through these police academies, some women actually believe (until experience shows them otherwise) that they can handle the situation because they are taught some extremely basic combatives. This false confidence can actually get them in trouble.
You get around this situation two ways: (1) Put the female in job roles where she will never have to physically control someone. (2) Partner them up with a big male that can deal with physical situations where she is inferior.
