According to USA Today the crew on the MV Dali lost control of the vessel and reported that to Maryland Department of Transportation officials just before it collided with the Francis Scott Key Bridge in Baltimore.
“The vessel notified MD Department of Transportation (MDOT) that they had lost control of the vessel” and a collision with the bridge “was possible,” according to an unclassified Department of Homeland Security report. “The vessel struck the bridge causing a complete collapse.”
We're also learning more about what happened in the lead-up to the collision and collapse.
Clay Diamond, executive director of the American Pilots Association, told the New York Times that one harbor pilot and one apprentice were aboard the Dali as it left the Port of Baltimore. Diamond also said that he was told by the Maryland pilots' group that the ship had a "complete blackout" and never regained propulsion power before the crash.

Upon further review, the video I saw was sped up. As for whether thus was intentional or not, I’m leaning more toward intentional.

They built a bridge so Haz Mat vehicles had a route. The existing tunnels are a no go for such trucks.

Like TWA 800 it doesn’t matter that 100 witnesses corroborate seeing an object moving from ground to aircraft just prior to the explosion. All 100 witness testimonies were excluded from the final report. Coverup.
The piers supporting the FSK Bridge were deliberately designed to conform to standards required to make the roadway which the bridge supports a designated hazardous materials route with national security implications. No other crossings in Baltimore have that capacity. This is an integral route utilized in a nationwide transportation system. Not just a local road. Coverup.
This incident was not terrorism. It was a strategic hit. With minimal risk to those undertaking it.
