They mainly look to be small Latinas and they don’t have the male upper body strength of male cops for the four of them to hold onto the perp. Probably should have got him onto the ground and Sat on him, but were afraid he would have resisted sooner in that case.

The perp was not showing violent resistance.
How did this justify keeping four cops busy, trying to get those cuffs on?
**Do each of the four officers have to write out a separate report, or just the one who was trying to cuff him up?

Near the end of the video, I saw a huge white truck turning down that street. Everybody took a quick glance at the truck in the street. All four cops turned around.
It appears the perp chose that moment, when all eyes were checking out the big white truck making noises, that’s when the guy decided to shake off the shackles and run for it.
