Doctor patient confidentiality was there for a reason. But it is not there anymore. Not anywhere. It all gets entered into a government database now. Not just in Nebraska.
So, they reconcile this with the requirements of HIPAA how?

I believe this is part of the EHR (Electronic Health Record) initiative whereby your health records can be accessed by any doctor. It improves quality of care however there is still the HIPAA gaps which can be exploited by hackers and other unscrupulous individuals with an agenda.
I was on an EHR project with the VA, where active duty personnel transitioning to civilian life would have their health records on file.
