The only thing I can think of is that the police were thinking that they needed to keep the road clear for emergency vehicles.

However, those vehicles would be coming from Kaanapali, which is at least 10 minutes away IF they weren't already spread thin working on their own fires.

At EVERY level of government, the leaders made exactly the wrong decisions:

• They failed to cut the power to the power lines.
• They failed to turn on the warning sirens.
• They failed to turn on the water supplies.
• They failed to let evacuating citizens access the only roads out.

This was a complete breakdown of a government run by Democrats.
