NOTICE - these are OSINT indicators. The real short term indicators are hard to nail down, but some key ones are twitter reports of artillery units deploying near the Ukraine border. This is standard military doctrine, to provide as much aritillery support before having to redeploy to keep up with the moving forces. I’m seeing more forces moving out of assembly areas towards the border.

New Zealand’s prime minister on Monday said protesters who oppose coronavirus mandates were using “intimidation and harassment,” as authorities appeared to take a harsher stance toward the convoy of demonstrators that has disrupted the capital of Wellington for nearly a week. Police initially let the protesters set up tents and camp on the grounds of New Zealand’s Parliament before arresting 122 people on Thursday and then backing off again. - Russian propaganda for internal/domestic consumption claim ‘thousands of civilians have been tortured and savagely killed’ by Ukraine amid invasion fears. This is similar to the story used in 2014 for its last incursion into Ukraine.
- Satellite observed a reduction in Russian military assets in Soloti, Klintsy, Rechysta, Yelnya, and Pogonovo. The equipment is not being loaded onto railcars and sent back to its home district; instead, it is likely being moved to forward staging and assembly areas. The sudden emptying of camps is consistent with Western intelligence on a possible invasion timeline.
- OSINT notes significant activity in Crimea where it is suspected that the airborne forces there are preparing for a very large helicopter / airborne operations.
- Observers note long range artillery and rocket launchers being moved towards the Ukraine

Putin hsa announced the willing to discuss ‘confidence building’ measures with the US and NATO within the context of Russia saying they are withdrawing troops following the end of ‘exercises’ along the Ukraine border.

Russia said Tuesday it was pulling back some of its forces near the Ukrainian border to their bases, in what would be the first major step towards de-escalation after weeks of tension with the West. Some exercises are continuing, such as a large joint Russia-Belarus drill, due to end on 20 February.
OBSERVATION - This claim is being countered by observers failing to see the equipment being moved to rail heads, but instead toward the Ukraine border.

The Russian Northern Fleet has begun exercises in the Barents Sea with the participation of about 20 ships, including the cruiser Pyotr Veliky and the frigate Admiral Gorshkov

The State Duma voted for a draft resolution on the need to recognize the “LNR” and the “DNR” on the occupied parts of Donetsk and Luhansk regions of Ukraine. Resolution will be sent to the president immediately, - speaker Volodin said
OBSERVATION - This recognition will make any negotiated settlement nearly impossible.

The military and armored vehicles that took part in the exercises in the Crimea are returning to their places of permanent deployment, - the press service of the Southern Military District reported. Govt is facing a Friday deadline to produce a budget or have to kick the can down the road with a continuing resolution. The House last week passed a continuing resolution to fund the government at current levels through March 11, and the Senate must pass it before the end of the day on Friday to avoid a government shutdown. Republican and Democratic budget negotiators hope to reach an agreement on a Fiscal Year 2022 omnibus spending bill before the new March 11 deadline, setting the first new spending levels under the Biden administration.

Izvestia reports that units from the Western Military District’s 3rd Motorized Rifle Division and Southern Military District’s 42nd and 150th Motorized Rifle Divisions are returning to their permanent bases. The 3rd and 150th MRD are based near Ukraine.
OBSERVATION - Sources on the ground are NOT seeing these units pulling into rail heads to load out as part of this ‘return’. Russia may be trying to use this claim to mask other movements.

- Canada’s largest banks were offline yesterday. Royal Bank, BMO Bank of Montreal, CIBC Bank. Some consider this to be the result of a bank run for people to draw money out before Trudeau locks down accounts under Emergerncies Act dictates.
- “The federal government has not met the threshold necessary to invoke the Emergencies Act,” the Canadian Civil Liberties Association said. “This law creates a high and clear standard for good reason: the Act allows government to bypass ordinary democratic processes. This standard has not been met.”
- The threat of police violence has risen in recent rhetoric. Interim Police Steve Bell said on Wednesday that officers will “take back the entirety of the downtown core and every occupied space” in the “coming days”. The powers will also be used to compel the provision of essential services, namely tow truck drivers and companies to help remove vehicles from Ottawa’s congested downtown.

OBSERVATION - Just another front for GGR control. There is some scuttle butt that biden will decree new restrictions on cryptocurrencies by executive order. This DOJ unit will weaponize the govt to control the cryptocurrency market - currently out of reach of govt controls, as one step towards a US goal of a digital currency and eventually a global digital currency.

EPA has no statutory authority to regulate greenhouse gas emissions from coal plants. US Truckers rally is kicking off with converging convoys from across America. Via its proxy forces in Ukraine’s separatist region, Russia is trying to build up a story to protect Russia citizens living in the break away territories and justify its intervention to prevent ‘genocide’. ?This is the same play book it used in 2014.
As emphasized now in MSM and noted here a while ago, Russia has about 75% of its ground forces in hte border areas off northern and eastern Ukraine. OSINT reports of more forces staging closer to the border. With this large of a force, Putin has many options for an attack and it all boils down to how much damage (political, economic and casualties) he can sustain for his options. Separatist forces in the Dombass region unleashed a tidal wave of propaganda and false flag actions yesterday. However, in today’s quick internet world, most where uncovered to be either false or very much staged.
First was the claim that the Druzhba gas pipeline was destroyed. This tuned out to be much smaller pipelines near the Ukraine - Russia border in separatist controlled regions.
Second was there message and video of Russian citizens fleeing the separatist region allegedly under attack by Ukraine forces. Meta data showed that the videos were made days prior.
Metadata struck a third time of video clip showing “saboteur group attempting to blow up chlorine cylinder in Horlivka” shows it was made as late as 8th February.

Separatists, in connection with Russian media and authorities, are overstating the ‘evacuation’ of Russian citizens east into Russia.
Russian media report that head of occupation authorities (Ukraine separatists) in parts of Luhansk region signed decree on mobilization, prohibited exit of men aged 18 to 55 from territories. Exit have been prohibited since yesterday

Head of Donetsk regional administration Pavlo Kyrylenko: several cities without water supply after shelling targeted Vasylivka pumping station.
NOTE this is not in separatist controlled regions but immediately to the west.
