I find this far fetched. Any black hole created on such a small scale will only last for a miniscule fraction of a second. Besides, anything passing through such a gateway, assuming one can exist, will emerge as a stream of particles. Anything approaching an event horizon would be burned by the x-rays from all the other infalling matter, and then be ripped to shreds due to the tidal differential.
This is from watching too many bad science fiction movies.
