The so-called Russian bounty intel certainly DID NOT enter into the PDB - The Intel Community deemed it not new and not worthy, the info did not rise up to higher-level attention. And it is easy to verify this on the interweb.
Swalwell said the exact opposite, and that makes him "A Genius".
When asked about the impeachment, Swalwell's first mistake was starting with "I think"....
