You beat me to it. I was just thinking that perhaps the only way to stop this shit is to make the penalty so severe that they would think twice about it. After the first few get banged, it would stop. However, this is assuming we have a fair and honest justice system.

Even the poorest, most backwards countries have a simple but effective purple ink test to prevent multiple votes cast by the same person. We could at least start there.
Plus the savings in "I voted" stickers alone would pay for the ink.
