have you tried a safe restart?
I had the language pack issue once, MS has a published fix i don’t remember where exactly i found it.
You have my deepest sympathy.
Try pulling the battery for a few minutes.
When I used win 10 and ran into things like this I would power off and on until the repair tools started at boot up

The new updates/upgrades didn’t work on that computer , blue screen all the time and turning it off and on was only thing that worked to remove the updates/upgrades, it now runs Linux
This is often an effective strategy after a failed Windows 10 update. After about 3 power offs, it will attempt an automatic repair. I've seen this several times on one of my older machines, and it has been successful each time.

Microsoft will now force updates/upgrades on you even if you turn the updates/upgrades off
How did you power off? If the screen is stuck, there is no option to turn it off. I run into this when windows 10 does the updates and then install them when I start the computer and am in a hurry... it tells me to wait and do not turn it off ... and it won’t turn off.. I pulled the plug last time.. I’ve turned the updates off. I don’t like a computer to take control of my computer. I know the updates are supposed to update... sometimes they cause more trouble.
Sorry to tag onto this thread, but so many here know their stuff. I have a Windows problem as well.
Refurbished HP laptop. Getting an error when I try to log it onto the net.
Specifically: “Problem w/ wireless adapter or access point” and I’ve watched videos.
It’s apparently a common problem w/ refurbed win10.
Can’t fix it.

Are the F keys diff on Win 10?

the touchpad on/off button on your keyboard may be set to off.
Press and hold the power button for 8 seconds. It will power off.
