Falls firmly under the category of "not okay to yell fire in a crowded theater". Corrupting the ventilation of a venue and falsely creating a panic with fire alarms could have deadly consequences as people panic over concerns of terrorism.

One problem with these disrupters is that they may think they are planning non-lethal protests, but can't be sure that they themselves haven't been infiltrated by true terrorists who might have more deadly ideas for the fleeing crowds.
