The city of Portland, Oregon, has set aside $30,000 to pay for bus fares for homeless individuals to leave town.
The program, called Homeward Bound, is similar to programs offered in other cities.
It is intended to help solve the homelessness problem in the city, which is so serious a state of emergency was declared last fall....

Everyone homeless person s/b sent to Washington DC.
Portland’s homeless population used to be quite unique when I lived there 10 years ago.
Almost all the homeless in “Southwest” were young and white, with a large contingent of young white females. A significant percentage were drug users, and many were underage runaways.
The actual resident population of Southwest at that time was almost 100% white and Asian, plus, that section of the city is walled off on two sides by a river, on one side by a small mountain, and on the fourth side by a state forest preserve. Plus, Southwest had a lot of social services and facilities for homeless youngsters. Plus, the Police were mostly white and quite gentle with these kids, unless violence or open drug use was taking place.
Anyway, true or false, Southwest had a reputation for being quite “safe” compared to other urban areas, which seemed to be the most important magnet for all these young kids.
Seattle Wa. has the best homeless benefits including free housing, medical, clothing, etc. The homeless are so aggressive Seattle maintains a separate bike police whose purpose is to protect the tourists from ultra aggressive panhandlings. So, send them there. It’s paradise for the homeless.
I can already see the bums with their cardboard signs at the airport “will trade my one way ticket for beer.”

Cities take money from the fed or state to home homeless, do they not? They do, or did, in NJ. One of the reason some shore towns here fell into decay.
It'll create an underclass that goes from city to city, sleeping on overnight bus trips and in terminals and surviving on the meals they're given as they are sent on their way.
