I've updated my blog to include the e-mail from Janice Okubo confirming that they assign birth certificate numbers in the state registrar's office and the day they do that is the "Date filed by state registrar".
The pertinent portion from Okubo's e-mail:
In regards to the terms “date accepted” and “date filed” on a Hawaii birth certificate, the department has no records that define these terms. Historically, the terms “Date accepted by the State Registrar” and “Date filed by the State Registrar” referred to the date a record was received in a Department of Health office (on the island of O’ahu or on the neighbor islands of Kaua’i, Hawai’i, Maui, Moloka’i, or Lana’i), and the date a file number was placed on a record (only done in the main office located on the island of O’ahu) respectively.
MY SUMMARY: As you can see, Okubo said that the “Date filed by the State Registrar” is the date a file number was placed on a record (only done in the main office).
There are no pre-numbered certificates. A certificate given a certificate number on Aug 8th (Obama’s Factcheck COLB) would not be given a later number than a certificate given a number on Aug 11th (the Nordyke certificates).
There is no way that both the date filed and the certificate number can be correct on the Factcheck COLB. The COLB is thus proven to be a forgery.

Janice Okubo has issued so many incorrect statements with regard to Obama’s vital records that her understanding of DoH procedures and laws is minimal at best. To say that she has any personal knowledge of how the grunts on the ground handle and process vital records is laughable. And even if she did have some knowledge of the processes, could we trust her? No.
Your citation of Okubo’s statements as FACT makes you look utterly ridiculous. Birthers parsed Okubo’s words to fit the birther narrative that Okubo never said Obama was born in Hawaii, until she did come out and say that and more. NOW you believe her? NOW she’s an authority?

Says that she wrote the name down on a table napkin, then wrote to her father about it. Now riddle me this; why would her father, on the US mainland, find it interesting that Stanley Ann Dunham had a baby named BARACK HUSSEIN OBAMA?

I detected no "wild speculations" in that particular Okubo email she sent out; there was no reason for her to misconstrue or hide the truth. I don't have to do the same.
57-17 speaks to Veterans’ records. The local/city/county clerk may have various veterans’ records besides a bc such as short forms of their discharge.
57-19 speaks to delayed and altered certificates. The biggie here is it must be DISTINCTLY MARKED as such on certificates and the evidence is kept in a special file. (see, nothing is EVER destroyed)
57-20 allows certain individuals to determine evidence for changes.
57-21 same old, same old. Obuka can say she’s seen it but can’t say what’s on it... redacted... board approval... Yes, I agree with your question. It’s just general housekeeping and establishing regs to how things should be done. If a hospital has a birth, then the board may ask for them to send their info up the chain to the state. That’s what’s happening so no red flag.
You’ve lost me on the even numbered thing. Back in the early days, items might have not been known or recorded by the originating office/hospital/midwife so there is no way for the State to have that info. The box would remain empty but it’s usually not the job of the state (unless specifically addressed in the regs) to go back and fix this. Their job is merely to file what they are sent and act as keeper of the records (Ours is not to question why, ours is but to do or die). That is why when a document is amended, the state must make note with a *distinctive mark* that there were changes.
As for local numbers vs. state numbers - at every step, that office will have their own bookkeeping hence the various numbers. The hospital has their own filing system just as the city/county will file the document with their own volume and page number. But the state is the only one that should give the final certified stamp. That number is then sent back down the chain and is noted on the various copies.

Someone asked about that and I can't remember if they asked Hawaii records or who, but the way they got out of that was to say at the time they allowed the parents to put down any race and color they wanted. *rollingeyes*
