This moron clearly does not know that delegates are pledged on the first ballot. That means if Trump reaches 1,237 before the convention he must win on the first ballot, unless the rules are changed to either make the delegates unpledged on the first ballot or to raise the winning threshold. Either such change would be political suicide for the Republican Party.
Haugland said he is a member of the rules committee at the convention and he wants a rule change at the convention so that any candidate who got even a single vote could be nominated. I deduce from that position that he is not a Trump or Cruz supporter. The only candidate that rule change benefits is Kasich.
So to paraphrase:
Getting 1,237 delegates does not mean that you have the nomination. At least not until the 1,237 delegates have a chance to vote. So when they do vote, then you will be the nominee.

Certainly if the vestige of the GOP exists in 2020 it can save the donors, the party, the states, and the candidates considerable money by not going through the charade of having primaries or a convention. The top 50 donors should just meet at an exclusive resort (not a Trump resort) or in the boardroom at Goldman Sachs, and pick the nominees.

Haugland is, instead, pointing out that the media's count on delegates is, in actuality, an estimate. A damn close one, but an estimate nonetheless.
The real count is the eventual count on the convention floor, which could vary from the media count slightly -- one way or the other.
Unbound delegates can change their minds (or be mis-estimated), other delegates can be challenged and removed due to defective credentials, e.g.
Haugland is NOT claiming that, if Trump actually receives 1237 delegate votes on the floor, he would be denied the nomination.

No, he’s saying more than that. He’s saying Trump delegates could be challenged as unofficial or illegitimate delegates. Trump also plans on challenging delegates during the certification process.

Haugland is an a-hole regardless. He’s the one that told Becky Quick on CNBC that it’s a good question as to why even have voters participate in a GOP primary.
