Question re: Cruz/GOPe poaching delegates?

I heard Cruz saying tonight that he has "conservative activists" working the delegate to woo them over to his side. Is this true? Isn't it much more likely that the GOPe insiders are working the delegates? They control the party apparatus, not conservative activists.

I think that the question of “poaching”, even defined at its loosest, is greatly overstated. Most states don’t allow for the possibility of “poaching”.
I was listed as a delegate for Rick Santorum. If he had gotten 20% of the vote in my Congressional District, I would have been a delegate at the RNC in Cleveland.
Period. Full stop. End of story.
I realize that some states don’t work that way, but a large percentage of them do. Any “poaching” is primarily an effort to convince delegates to vote for their guy on the second or succeeding ballots. It’s free speech.

Or perhaps Cruz should quit acting like a petulant child looking to cause mischief. Ted’s campaign manager said trump should drop out if he couldn’t get fifty percent in his home state. Perhaps Cruz should take that advice as well

I am a Utah State delegate who has been receiving calls and emails from prospective to earn my vote for National delegates. After a lengthy discussion with a potential National delegate candidate, i found out that the Cruz campaign or related SuperPacs MAY be paying for mailings, email campaigns and advertising, which costing in the thousands to push forth Cruz loyal delegates. On the ground here, the state delegates running are not as enamored with Ted Cruz as you are led to believe. The Utah Republican leadership has no plans to embrace Cruz in the event it goes to a 2nd ballot. That is why Cruz campaign and its Super Pacs are trying desperately to get their delegates selected here and they are willing to pay for it.Sounds like Cruz is working his tail of to get Cruz loyalist delegates instead of GOPe loyalist delegates.

Because the important thing for America is that Cruz stays in the election even though he can’t win?
Because that will give him the best opportunity to damage the front runner and delay the necessary coalescing of the Republican party around the presumptive nominee, the only one mathematically able to reach the delegate count to win the Republican nomination and defeat Clinton?

You think out of 1000 or 100 delegate wannabes at the intermediate local stages of delegate selection there is only Jebster?
In our third district there were 246 or so delegates at the beginning. This number went down as people left after the national delegate vote. WHen I refered to the one John Ellis Bush guy, I meant at my county party, which lies split between the 2nd and 3rd district. You pretty much only have to know 40 involved people in that case, and the active ones are fewer still. Some counties are bigger, of course, but the Establishment types just don't tend to take the time to go to the monthly meeting, the Mass Meeting, or the District Meeting. They had a presence last year at the state meeting, and I am sure they cut checks to SOMEbody. They just aren't so good on getting qualified bodies to show up and do their bidding. I am no Ron Paul supporter, but he showed how a small committed cadre can make things happen, and they are certainly NOT part of the Establishment. Now, I am speaking for southern Georgia, the delegates from New England, etc. will behave differently, and they have different rules. Few Cruz delegates would be coming from there in any event. Lazy as most Establishment types are, they get lazier still when tehir hearts aren't in it. They just aren't going to get motivated to show up as a faithless-Cruz double agent. The treavhery part is okay with them, but a little too much work, and the Cruz people don't pay like the Romney and John Ellis Bush people do.
