    Our city, like most others, has an ordinance restricting animal ownership or 'haboring' to 3 per household. I think this is an intrusive law. Issues such as health and public nuisance problems should be dealt with by using laws about health and public nuisance. But limiting the number of adult animals is counter-productive. As I have brought stray cats into my home, I have had them spayed and neutered. I now have a dozen cats. My kids brought home 3 kittens. I plan to have them spayed next month. If I give them away, they probably won't get spayed, right?...
