Water in California is much more complicated than you know.
Much of the developed water has been paid for by the ag users themselves. Private and district reservoirs have no way to deliver water to urban users. Much of the water used by ag is from sources that are not feasible for export to urban areas.
If I remember right the Chief Justce presides only over the proceedings and only rules on process. If Leahy takes that role there are only 49 dems and 50 Republicans.
What happens then?
No fires on the ranch this year.
Bought a chipper and have been logging last years burn all summer.
Kids moved back from Denver so #2 son is now an expert with chainsaws and loaders.

Bullies fear guns and corporal punishment or a good punch in the mouth. Those loudmouths at OWS or any of the others that get in your face have decided that any physical retribution no matter how slight is punishable by the state.

Still, my point is there was a lot of surface water throughout California early on. Especially if you believe the maps the greenies use to show how much wetland has been “lost”
The pacific is the great provider of moisture. The coastal ranges may be damp but extract little in my opinion. I absolutly love Sierra thunderstorms when they happen.
