Concerning Mitch Daniels OMB Report (SURPLUS) I sent this in to the local paper... What are the odds that it will get published? I think I've got it. As it sits right now, the President and Congress have agreed upon a budget - all items ARE FULLY FUNDED. This means there are no losses in the General Fund where Social Security is paid out and no problems for Medicaid. If you have a surplus - there is no such thing as a loss.
