Maybe because we expect people in authority over teenagers to act responsibly... you can't possibly compare the behavior of the boy to the teacher. One is still legally a 'child' the other is not.
Showing more and more of how he continues to form his dictatorship. Hitler once had a law like this, it was called "The Enabling Act" of course it was only supposed to be temporary, until it passed that is.

are you sure that the first part is from 93? there is no GUI on the computers, and I know windows 3.11 and AOL 1.1 (which had a GUI) was around at that time.
