A Mexican woman believed to be a witch

Sorry, there's no such thing as a witch. Even Mrs. Bill Clinton can't turn someone into a frog.

I heartily disagree. You are thinking of the imaginary witches of fairy tale fame. There are spiritual witches who worship Satan and practice black “magic.” The one in the story was the latter. They are practitioners of the demonic.

In many English versions of the bible, I Samuel 28 is titled The Witch of Endor. The text usually calls her a "medium", although she is certainly capable of calling up the spirits of the dead.

There most certainly are people who believe themselves to be witches and behave accordingly. There are many varieties.

They may not have any supernatural powers, but it does not really matter. If they profess to worship Satan or some other death-God, they are perfectly capable of murder or worse things.

Best to take such people at their word for what they are and deal with them in an appropriate manner.

“Even Mrs. Bill Clinton can’t turn someone into a frog.”

How else do you explain James Carville??? Hmmm?
