He can’t answer the question because he does not believe we are sinners in a fallen Creation. The “new improved” catholic church according to bergoglio does not believe in sin, only disobedience to the laws our rulers place upon us.

Why is there suffering! I look at it like this world was a beautifully built housing area and we were handed the keys and told to follow the rules that would have kept it a clean, secure, and prosperous place for everyone to live. But, just as in real life public housing we just tore everything up and let it go the Hell (literally). Then we wonder why we have to live in the mess we created without even realizing we are the one’s who screwed up paradise.

Why do children suffer? |
1. Almost 20% are aborted. 2. Since all we do affects others to some degree and in some way, parents experience consequences of sinful choices by themselves or others, even from before them, and thus children also suffer. 3. God in His omniscience knows what all the effects will be - for this life and eternity - of even the time we woke up today, and thus allows what He will knowing what is right in the grand scheme of everything, including the suffering of children and others. Which in this life can be to enlarge the hearts of others to show love they otherwise would never know they had, and above all to bring souls to seek and find Christ for salvation and help and purpose in this life. 4.
