Governments will naturally want to forbid Bad Actors from using the currency. In essence putting themselves in the position of being able to eject a person from the economy. A black list can become a white list too.
When coupled with pressure to reduce the use of cash, this brings us closer to the literal ability to control who may buy and sell. The sanction against anyone that government ejects will be severe- they will not be able to use any of the normal avenues of commerce, to hold a normal job, or to even pay their rent and utilities. Other layers of government come into play here. Since they cannot provide a home that is “proper” as government defines it, their they will find that government can move to place their children in foster care and they could be criminals for “neglecting” them.
