I believe this is the canonical status of the Missionaries of the Poor. Father Ho Lung recently retired as Superior and appointed Brother Augusto, who is not a priest. Brother Augusto, who used to be at the mission in North Carolina, said that something to do with their official establishment required having a Brother as Superior.
That makes sense.
