Some of this has to do with a differentiation between Biblical requirements for baptism and those for receiving instruction. Louis XIV got really upset over the questions and went nuts. In the end the Founders were forced to write down the first 3 amendments just to deal with him.

All of these matters are of great importance ~ the Jewish mikva must be in place BEFORE anyone sets about constructing a temple or place of worship for example. There are others but this thread isn't about baptism.
