Fellow Republicans:

Thank you for your posts regarding my campaign. I will try to check the forum as often as possible and reply when I can. As you can imagine, I have a very busy schedule with the campaign.

I decided to run for Governor because something must be done to address our state's fiscal crisis. If we continue to borrow to spend more than we can afford, we will end up like California. I’m told their deficit is so big that if they fired every state employee (Teachers, Highway Patrol, Prison Guards, etc…) they would still have a deficit! We don’t want to follow their example of raising taxes and running off jobs.

We need a Governor that will take immediate action to reform our budget process and I believe my background as a CPA will help with that task. Most importantly, I have a plan that can help bring jobs to NC. I understand small business, which creates most jobs. I even won an award from the U.S. Small Business Administration as the accountant that did the most in the nation for small business. I also plan to focus on improving education and transportation.

I plan to address illegal immigration as a campaign issue. Were you aware that our DMV is giving out drivers licenses for illegal aliens? Governor Mike Easley has rolled out a red carpet to illegal aliens, encouraging them to come here, and it is costing North Carolinians their jobs.

North Carolinians are generous people, but we must put the needs and security of our families and our communities first. Illegal immigrants are placing a tremendous burden on our health, education, and criminal justice systems. Mike Easley’s policies make establishing a false identity easy in North Carolina and that is why we have a network that is bringing illegal immigrants, criminals, gangs, drug dealers, sex offenders, drunk drivers, and terrorists to our state.

I have three questions:

First will Mrs. Shubert be willing to do something substantial about the cesspool of corruption, fraud, and mismanagement that is NCDOT? Contracts are written and accepted with the contractor having no intention of honoring even the spirit of the agreement. District and Division Engineers misplan and mismanage projects and still get bonuses from the state and kickbacks from the contractors. The entire management structure of NCDOT is fraught, top to bottom, with nepotism, patronage, fraud, bribery, and outright theft. NC taxpayers are being defrauded of hundreds of millions of dollars every year and every single Governor for the last 30 years has turned a blind eye.

Second, will Mrs. Shubert bring the department of Health and Human Services in on a short leash? Will she do something to disassemble the massive bureaucracy built up around a socialist welfare state being shoved down the throats of NC citizens without legislative voice? Will she push the legislature to repeal family-unfriendly laws and will she use the force of executive office to overturn reams of administrative code that enforces dictatorial control over the lives and hard-earned wealth of millions of NC taxpayers?

Third and finally, will Mrs. Shubert push the General Assembly toward meaningful education reform, starting with the complete overhaul, even repeal if necessary, of the abomination that is NCGS 115c? Will she do something to bring NCDPI under control and break the stranglehold held by the NEA and the NCEA on the futures of the children of NC?

These are the things I am looking for in a governor. I know may others here will agree. Let us know, Mrs. Shubert. You have given me real hope that a bona fide conservative will run for Governor in NC.

Yes, yes and yes, but please don't take my word for it. Go to my web site, www.ForFern.com and read the Raleigh Reports I've been posting, particularly the last two, and read them in pdf format. Go the the legislative web site, www.ncleg.net and check my voting record. Contact the education reformers in the state; they'll know me.

I've already made a run at correcting abuses in state purchasing and contracting, but you can't solve that problem from the legislature. I've also done as much as anyone to push educational reforms, but again, the legislature's control in this area is more limited than you might imagine. The executive branch chooses the degree of enthusiasm with which they enforce the laws the legislatures passes. The old saying "Personnel is policy" has a lot of merit, and the Governor controls most of the personnel in government.

North Carolina is overdue for major reforms in many areas, including those you mention. I'm giving up a very safe Senate seat because I want to solve the problems facing this state and I've determined that I can do far more as Governor than from the Senate. A "bona fide conservative" is running for Governor and your help would be greatly appreciated.

Oh, what the heck: I'll pile on, too. I'd rank MostEverythingElseAbove to be higher priority, but there's something I want to get off my chest, too: I call it The "Sneak Attax"

Everyone else knows it as "Forced Annexation".

I moved out to rural Yadkin County for reasons, in part, to avoid being annexed into Clemmons.

I hate the following about Forced Annexation:
1. It is truly taxation without representation... at least not until the deed is done. There is NO recourse for those impacted other than expensive court actions.
2. It is a tax increase on people who moved to a location with certain expectations: among them the notion that they did so with the intent and knowledge that they were outside of a city's limits and "services".
3. It often requires a huge payment for connection to water/sewer systems.
4. It is an excuse for fiscal irresponsibility: a means to increase the tax base and thus increase spending without raising taxes on the majority already in the city.
6. It makes county governments more inefficient, having to serve a smaller and more widespread base.
7. It puts the "needs" of a city ahead of the needs and rights of the inidividual.

By the way, Yadkin County is roughly 70% Republican.

Howard Dean's supporters are coming after us on the illegal immigration issue. They are trying to hit us on the Fayetteville web forum so far.

Last time I checked, the Illegal immigration issue was the sole responsibility of the Federal Government - the protection of the borders. It is not a state issue, except in what services a state may deign to bestow upon illegals.

The census data from 2000 indicated that North Carolina had the largest increase in foreign born citizens of any state in America. The increase was over 273 percent, since 1990, and that is clearly an underestimate.

It is clear that NC has provided many incentives under the Dem administrations to attract illegal immigration to NC.

NC must do more to save our budget and communities.
