If you think about it that makes sense. The vertabre in the neck are shattered by the scissors force of a donut shaped charge. The intense heat also caulderizes the flesh, preventing bleeding.
How about this one......Posing as a cop, detaining a teenage pizza delivery boy for failing to stop, and handcuffing him followed by neck cuffing him with one of these devices. The next one will also be wired to lot's of explosives on the body with enough ball bearings or nails to shred a schoolyard.

Overly dramatic is what terrorism seeks. I hardly think he did this himself. It makes no sense. Time will tell if there is a next chapter to this story. Until then, I'm delaying that second part time job delivering pizza's.

Others have said Running Man, but I believe you may be referring to Wedlock (1991) with Rutger Hauer and Mimi Rogers. From IMDB:

I've looked in my closet and the answer is "not that I can find"! There are some items like that meant for cuffing a different package(if ya know) Sort of like an explosive castration.
And I'm just kidding about my closet. My dungeon has no closets, just bare walls with chains.
