And that our body carry all the travel and hotel expenses inside Iraq to gain the knowledge of the message from bin Laden and to convey to his envoy an oral message from us to bin Laden, the Saudi opposition leader, about the future of our relationship with him, and to achieve a direct meeting with him."
At the foot of the page, after the signature, the director recommends bringing the envoy to Iraq because "we may find in this envoy a way to maintain contacts with bin Laden". The deputy director general gives a signature of approval.*
*** One paper is marked "Top Secret and Urgent". It is signed "MDA", a codename believed to be the director of one of the intelligence sections within the Mukhabarat, and dated February 19, 1998. It refers to the planned trip from Sudan by bin Laden's unnamed envoy and refers to the arrangements for his visit. A letter with this document says the envoy is a trusted confidant of bin Laden. It adds: "According to the above, we suggest permission to call the Khartoum station [Iraq's intelligence office in Sudan] to facilitate the travel arrangements for the above-mentioned person to Iraq. MARCH 1998 : (AL QAEDA ENVOY MEETS WITH IRAQI OFFICIALS IN BAGHDAD, ARRANGEMENTS MADE FOR BIN LADEN TO VISIT BAGHDAD) Papers found Saturday [April 26, 2003] by journalists working for the Sunday Telegraph would eventually reveal that an al-Qaida envoy met with officials in Baghdad in March 1998. The envoy traveled from Khartoum in Sudan to Baghdad in March 1998 and that he stayed at the al-Mansour Melia hotel. The paper said the documents show that the purpose of the meeting was to establish a relationship between Baghdad and al-Qaida based on their mutual hatred of the United States and Saudi Arabia. JUNE 5, 2001 : (ROYAL CAYMAN ISLANDS, AFGHANISTAN, CUBA) Cayman Islands Judge Henry Graham, on written Judgment dated The 5th of June 2001, released the three Afghan men who had entered the Cayman Islands on fake Pakistani documents. These Afghans are now resident in the Cayman Islands. They were released into the community by a Judge of the Grand Court, following an application made on their behalf by a local attorney after being held on remand at H. M. Prison at Northward on suspicion of being prohibited Immigrants. Following their arrest some 10 months ago, these men claimed that they were dropped off on the South Sound Shore by a boat which brought them to the Cayman Islands. At the time of being held they were reported to have in their possession a quantity of Cayman Islands and US dollars, but no documentation. They spent about seven months in prison without being charged and at one time there was a claim that they were from Pakistan. The Afghans claimed that they were seeking asylum from their homeland, and the Immigration Department was prosecuting to have them removed from the island. However, the trial Judge of the Cayman Islands Grand Court proclaimed that he did not consider them to be a threat and set them free, suggesting that the crown should continue their investigation in to determine their true identity. the judge ruled that the men should be released pending determination of their application for political asylum. In its ruling, the Court stated that "there is no evidence that they are a danger to the public and fears as to their possible links with a terrorist organization have long since been dispelled." However, the Court concurred with immigration authorities that their version of how they reached the Cayman Islands was not credible.

APRIL 28, 2000 : (IRAQ : HUSSEIN'S SON UDAY PLAYS TAPE OF GENERAL AL-QURAIRY'S "STRIKERS" ATTACKING MOCK US WARSHIP FOR HIS FATHER'S BIRTHDAY) April 28, 2000, was a very special day in Iraq. The president, Saddam Hussein, had turned 63. Along the 106 miles of highway from the capital, Baghdad, to Saddam's official birthplace in the town of Tikrit, government officials had erected a line of marquees, from which they dispensed free rice and lamb from steaming cauldrons. In Tlkrit itself, top presidential aide Izzat Ibrahim cut an enormous, flower- shaped cake to the tune of "Happy Birth- day to you." He ended the ceremony with a prayer: "We ask God...to prolong his [Saddam's] life, and make this an occasion of victory to us and to our nation against our enemies and the enemies of humanity." Later that evening, Saddam's elder son, Uday, gave his father the perfect birthday gift. It had been a long time in the making. Uday had ordered his closest aide and confidant, Abu Zeinab al-Qurairy-a brigadier general in Iraq's feared intelligence service, the Mukhabarat-to put together a team of 30 specially trained fighters. In al-Qurairy's seasoned judgment, the men were the finest members of the secret unit he administered-the 1,200-strong commando force known as al-Qare'a, "the Strikers," Iraq's elite of elites, trained to a level far beyond ordinary special forces in sabotage, urban warfare, hijacking, and murder.
Al-Qurairy had given the 30 men new identities, complete with genuine United Arab Emirates passports supplied by a corrupt U.A.E. minister in the pay of the Mukhabarat: a means of travelling any- where, without creating the least suspicion they had originally come from Iraq. He had overseen their final training project-an exercise, using limpet mines and diving gear, to blow up a specially constructed mock-up of a U.S. Navy Fifth Fleet destroyer, moored in central Iraq's Habbaniya Lake. Like all al-Qare'a exercises, it had been conducted using real explosives and live ammunition. 2000 summer : (FORMER IRAQI GENERAL AL-QURAIRI SAW ARAB STUDENTS BEING TAUGHT TO HIJACK AIRCRAFT AT SALMAN PAK IN AN OLD TUPOLEV PASSENGER JET) On a satellite photo, he (al-Qurairi) picks out Sal- man Pak's main features. In the southern part of the camp, at a bend in the Tigris River, is the barracks used for non-lraqi Arabs, Islamic fundamentalists who first came to Salman Pak in 1995 to be trained in classes of 24 by al-Qurairy's closest friend, Brigadier General Jassim Rashid al-Dulaimi. He is a man who practices what he preaches: he is wanted by Lebanese authorities for the 1994 murder of an opposition leader in Beirut. As recently as the summer of 2000, al-Qurairy saw the Arab students being taught to hijack aircraft on Salman Pak's own passenger jet, an Old Russian Tupolev. They all took a special course, al Qurairi said in late 2001 -"how to gain control of the cockpit and passengers without using fire- arms." Professional pride meant the Iraqis ensured the Islamists reached a high standard: "When we train non-lraqis, we're not training them to preach in a mosque. We don't expect them to preach in a mosque, but to carry out offensive duties." But Brigadier General Jassim Rashid al-Dulaimi and his fellow instructors, all members of Saddam's secular Baath Party, regarded their Islamist students with contempt. "When Jassim and I go for a drink after work, Jassim says they are sons of bitches. They have all this work to do, but they spend half their time praying." AI-Qurairy was responsible for running the north part of Salman Pak, and for al-Qare'a. He served as the unit's staff general and supervised its formation, at Uday's behest, from the best and most politically reliable fighters from an earlier and larger special-forces group-the Fedayeen Saddam, 'Saddam's Martyrs." (He remained in charge of. the Fedayeen as well.) From the time of its conception in 1995, al- Qurairy says, al-Qare'a was seen as a super-elite, as a force inured to violent death. Faced with the aftermath\ of defeat in the Gulf War, Saddam believed that "to defend the country, sometimes you have to go on the attack." That could mean several things, including assassination, hijacking, and suicide missions. "Trainees who fail are used as targets in live ammunition exercises," al-Qurairy explains. "So they die. ... The training is purely offensive and not only offensive but suicidal. They are made to sign a document when they join that specifically says that orders will ask individual members to commit suicide on missions." The suicide-attacker principle was not original. Al-Qurairy says, "They got that idea from the Islamists." In one training procedure, regularly repeated, students had to land three helicopters on the roof of a speeding train on Salman Pak's own railroad, and then hijack it. With sudden animation, al-Qurairy gets up from his chair and performs a series of jumps and pirouettes, demonstrating the difficulty of the necessary maneuvers. "Fifty took part; 38 passed," he says. "Twelve failed. They were used as 'passengers' in sub- sequent exercises." Part of the role envisaged for al-Qare'a is to crush future internal rebellion. But the unit's primary ethos remains aggression against enemies abroad. "That's the very nature of our training," al-Qurairy says. MAY 2001 : (IRAQI WEAPONS SCIENTIST AMMASH GETS HIGH POST IN BAATH PARTY REGIONAL COMMAND) Huda Salih Mahdi Ammash is among a new generation of leaders named by Saddam to leading posts within Iraq's Baath party, intelligence officials said. In May 2001, she was assumed a high-level post with the Baath party regional command. She was trained by Nassir al-Hindawi, described by U.N. inspectors as the father of Iraq's biological weapons program, the U.S. officials said. Ammash and al-Hindawi are among Iraq's top weapons scientists. Others include Amir al-Saadi, a chief chemical weapons researcher, and Dr. Rihab Taha, a woman who was dubbed "Dr. Germ" by inspectors. Ammash served as president of Iraqi's microbiological society and as dean at Baghdad University, officials said. She attended college in Texas and received additional training in Europe. She played a role in organizing Baath activities in Jordan, Lebanon and Yemen, officials said. JUNE 13, 2001: (MUBARAK, G8 ASSASSINATION PLOT ON PRESIDENT W. BUSH) In an interview on French television on Monday, President Hosni Mubarak of Egypt spoke in specific terms about the threat, saying that "on June 13 of this year, we learned of a communiqué from bin Laden saying he wanted to assassinate George W. Bush and other G8 heads of state during their summit in Italy."
JUNE 28 or 29, 2001: (AL-ARIAN, BONIOR, DI IULIO, WHITE HOUSE) Abdullah al-Arian, Sami Al-Arian's son and intern for Rep. David Bonior, is instructed by secret service agents to leave a meeting of Muslim leaders with John DiIulio. Although an apology followed, no explanation was ever given for young al-Arian's dismissal. Abdullah Al-Arian, an intern to Congressman David Bonior (D-MI), a student at Duke University, and nephew of the aforementioned Mazen Al-Najjar, was escorted from a briefing on faith-based initiatives held on June 29th.
JULY 21, 2001 : (IRAQ STATE RUN PRESS - FOREWARNING?) On July 21, approximately six weeks before the September 11 th attacks, Iraqi columnist Mulhalhal reported that bin Laden was making plans to “demolish the Pentagon after he destroys the White House.” Mulhalhal’s July 21 article further informed that bin Laden would strike America “on the arm that is already hurting.” Upon information and belief, this references a second Iraqi sponsored attack on the World Trade Center. This interpretation is further bolstered by another reference to New York as “[bin Laden] will curse the memory of Frank Sinatra everytime he hears his songs.” (e.g., “New York, New York”) identifying New York, New York as a target. Mulhalhal further indicated, “The wings of a dove and the bullet are all but one and the same in the heart of a believer.” (Emphasis supplied) This appears to be a reference to the use of commercial aircraft as a weapon. The information was reported in an Iraqi newspaper who’s editor-in-chief serves as secretary to Uday Hussein’s Iraqi Syndicate of Journalists. The article expressed Iraqi admiration and support for bin Laden’s plans and its appearance in the newspaper would clearly have to be endorsed by Saddam Hussein himself. All Iraqi news media is strictly controlled and censored by the government of Saddam Hussein and is under the direct oversight of Uday Hussein. Various members of Iraqi intelligence work at and control the content of each and every newspaper published inside Iraq. The information contained in Mulhalhal’s published statements were known prior to the events of September 11 th , and that Mulhalhal has ties to Iraqi intelligence, demonstrates foreknowledge of the planned attacks by bin Laden and indicates support by Iraqi co-conspirators. - Findlaw, Ashton, et al. v. al Qaeda ... see also http://www.opinionjournal.com/editorial/feature.html?id=110003069 from the WSJ
JULY 21, 2001 : (IRAQI PAPER AL-NASIRIYA PRAISES BIN LADEN) More recently, and eerily, a July 21, 2001, commentary in the Iraqi publication Al-Nasiriya praised bin Laden: "In this man's heart you'll find an insistence, a strange determination that he will reach one day the tunnels of the White House and will bomb it with everything that is in it."
The article recounts bin Laden's attacks on U.S. targets and U.S. efforts "to pressure the Taliban movement so that it would hand them bin Laden, while he continues to smile and still thinks seriously, with the seriousness of the Bedouin of the desert about the way he will try to bomb the Pentagon after he destroys the White House."
The commentary is ominously prescient, especially since it could never have appeared without official sanction. "Bin Laden is a healthy phenomenon in the Arab spirit," it continues, speaking about his goal to "drive off the Marines" from Arabia. Most eerily of all, the writer adds that those Marines "will be going away because the revolutionary bin Laden is insisting very convincingly that he will strike America on the arm that is already hurting. That the man . . . will curse the memory of Frank Sinatra every time he hears his songs." Is that a reference to Sinatra's "New York, New York"? AUGUST 1, 2001: (FORESHADOWING, RUSSIAN MEDIA) Mysterious predictions about some catastrophic event in the United States began to circulate in the electronic traffic and even were voiced by Russia's Pravda under the headline, "The Dollar and the U.S. Will Fall." Based on interviews with the Malaysian ambassador to Moscow and a group of Russian economists, the report was taken seriously enough for members of Russia's parliament, the Duma, to advise Russian citizens to cash out dollars.

AUGUST 29, 2001 : (ROYAL CAYMAN ISLANDS, AFGHANS) Mohammed Raza Hassani, Nez Nezar Nezary, and Ali Sha Yusufi were still in the islands. The three Afghan men who were recently detained in the Cayman Islands and who had carried fake Pakistani passports and claimed to have gotten off a boat bound for Canada from Turkey were determined to have arrived by plane from Cuba. They were still in the Caymans on August 29 when a local radio station received an anonymous note saying that they share an association with Osama bin Laden. "The three agents are here organizing a major terrorist act against the U.S. via an airline or airlines," said the letter. The station gave it to the authorities. Soon after September 11, they tracked down its author, Byron Barnett, a local building contractor, who says his note was "pure speculation" and based on "a premonition." This incident has received scant attention from the media.
AUGUST 31, 2001 : (CUBAN 'WASP' SPY CASE, GEORGE & MARISOL GARI ARRESTED & CHARGED) George and Marisol Gari were arrested and charged with "conspiracy to act as agents of a foreign government without proper identification or notice to the attorney general." U.S. authorities say that they were members of "the largest Cuban spy ring ever detected,... 'La Red Avispa,' or the Wasp Network, five members of whom were convicted in June of conspiring to spy on the US for Fidel Castro's regime."
SEPTEMBER 2001 : (CUBA : FARC: CHEMICAL WEAPONS) Castro may have exported biological and chemical weapons to other regions... specifically to the FARC in Colombia. A FARC bomb that burned out the lungs of an entire police garrison in the Colombian town of San Adolfo (in) September reportedly contained chlorine-based poison gas. SEPTEMBER 2001, a few days before 9/11: (DELAWARE, KHAN TOOK VIDEO FOOTAGE OF WTC, POWER PLANT INQUIRY IN NJ) Another case involves a Pakistani man who took video footage of the WTC a few days before the Sept. 11 attacks. Raza Nasir Khan was accused by federal agents in Wilmington, Del., of being an illegal immigrant who possessed firearms, documents show. A BATF affidavit alleged the Pakistani man requested maps of a hunting area near a rural Salem County, N.J., nuclear power plant and had a handheld global positioning system device. A search of his home found four long guns and one handgun. Khan told authorities he visited the WTC a few days before the attacks and shot videos, the documents said.The magistrate who ordered Khan held said she didn't see any connection to terrorism. In fact, few of the hundreds of pages of supporting documents provided to Congress mentioned a connection with the Sept. 11 attacks.

SEPTEMBER 13, 2001 : (TERROR WEB : BUSH ASSASSINATION PLOT) Two key witnesses in the terror attack probe were found with a computer file labeled "killpresidentbush.exe" and documents linked to a money launderer for Osama Bin Laden, sources told the Daily News. The witnesses were identified as Saudi nationals who tried to board a flight from Kennedy Airport to Los Angeles two days after the Sept. 11 World Trade Center attack, a source familiar with the federal investigation confirmed. Their names remain secret. The two men showed up at Kennedy Airport on Sept. 13 seeking to board a Los Angeles-bound flight with tickets dated Sept. 11, the day of the attack. Authorities at the airport grew suspicious because their tickets were backdated and because all four of the flights that were hijacked flew out of Eastern airports and were bound for the West Coast. The Daily News has learned that authorities found two pieces of evidence that prosecutors believed could link the two Saudis to the terror plot. One of the men had a computer file labeled "killpresidentbush.exe," said a source familiar with the investigation. The source would not describe the contents of the computer file. The other man had documents with references to a man the FBI has identified as a money launderer for Bin Laden, the Saudi millionaire who has called for Muslims to attack American civilians. Investigators were taking the potentially explosive evidence very seriously. The "killpresidentbush" reference was of particular significance because of death threats that were made against the President on Sept. 11 — the day of the attacks. 6:30 p.m. on SEPTEMBER 14, 2001 : (CUBAN SPY CASE, MONTES CALLS CUBA'S DIRECTOR OF GENERAL INTELLIGENCE) Ana Belen Montes, a senior analyst at the Defense Intelligence Agency (DIA), walked into a public telephone booth outside Washington's National Zoo and made two calls to pager numbers later traced by federal agents to Cuba's Directorate of General Intelligence (DGI). She already had compromised the identities of CIA agents, revealed U.S. military secrets and exposed the contents of classified files. But, as Montes sent repeated signals to her DGI handlers during the days immediately following the Sept. 11 terrorist attacks on the Pentagon and the twin towers of the WTC, the FBI was given orders to act. It's a startling story, perhaps even revelatory; then again, maybe there's nothing to it apart from amazing coincidence. But what is beyond doubt is that even though the Wasp Network has been busted and Ana Belen Montes is under arrest, those Cuban numbers stations continue to broadcast their coded messages several times each day. OCTOBER 21, 2001 : (JORDAN, IRAQI SHAKIR) Ahmad Hikmat Shakir left Doha on October 21 for Iraq via Jordan. He is an Iraqi citizen aged 37 years, was arrested at Amman Airport on October 21 during a transit-stop on his way from Qatar to Iraq. It appears that his arrest may have been in connection with suspicions on the part of the Jordanian authorities relating to visits he had made to Pakistan, Yemen and Malaysia. Ahmad Hikmat Shakir was held in incommunicado detention for several weeks before being allowed access to a lawyer. - Amnesty International
OCTOBER 2001 : (IRAQI AHMAD HIKMAT SHAKIR, JORDAN) The Iraqi, Ahmad Hikmat Shakir, 37, was picked up October 2001 in Amman, and his passport showed he had recently traveled to Pakistan, Yemen and Malaysia, all key terror trouble spots. OCTOBER 29, 2001 : (IRAQ : HUSSEIN OPEN LETTER ON BAGHDAD RADIO, ANTHRAX) Saddam himself got into the anthrax game a month [after his son Uday's September 20, 2001 editorial in the Iraqi paper Babil], in a rambling October 29, 2001, "open letter" carried by Baghdad Radio. He ridicules reports "that American officials think that the source of anthrax is probably the U.S. itself. Is this conclusion or information just a tactic to divert the attention of those who were terrorized to hear that bin Laden is the source of anthrax, and to hear insinuations to other accusations, that many Americans think that they should not persist in harming the people he cares for, because that would push him to a stronger reaction in this way or by other means?" Neither Saddam nor his son are admitting here that they are the source of the anthrax. But the news is that both of them clearly believe in its utility to achieve their political goals. NOVEMBER 4, 2001 (AL-MARRI 3rd ATTEMPT TO CALL UAE PHONE NUMBER) Ali Salem Kahlah Al-Marri, using calling cards, attempted to call the same number three times after Sept. 11, 2001 - on Sept. 23, 2001 , Oct. 24, 2001 and Nov. 4, 2001. This third call was made from the Summit Hotel in Chicago, using a card issued by Qwest Communications. Excerpt:But there are also consequences of 'stop the war'. There will be no march for the victims of Saddam, no protests about the thousands of children that die needlessly every year under his rule, no righteous anger over the torture chambers which if he is left in power, will remain in being.
I rejoice that we live in a country where peaceful protest is a natural part of our democratic process. But I ask the marchers to understand this.
I do not seek unpopularity as a badge of honour. But sometimes it is the price of leadership and the cost of conviction.
If there are 500,000 on the [Stop the War] march, that is still less than the number of people whose deaths Saddam has been responsible for. If there are one million, that is still less than the number of people who died in the wars he started.
So if the result of peace is Saddam staying in power, not disarmed, then I tell you there are consequences paid in blood for that decision too. But these victims will never be seen, never feature on our TV screens or inspire millions to take to the streets. But they will exist none the less.
