This was the end of February, Desert Storm 1, 1991. In ninety hours of continuous movement and combat, VII Corps achieved impressive results against the best units of the Iraqi military. Franks' troops destroyed more than a dozen Iraqi divisions, an estimated 1,300 tanks, 1,200 infantry fighting vehicles and armored personnel carriers, 285 artillery pieces, and 100 air defense systems, and captured nearly 22,000 men. At the same time, the best Iraqi divisions destroyed only 7 MlA1 Abrams tanks, 15 Bradleys, 2 armored personnel carriers, and 1 Apache helicopter. And while killing unknown thousands of enemy troops, VII Corps lost 22 soldiers killed in action.

If this were Saddam, why wouldn't he have read this?

OK, I'm descending into vague rambling here which I normally don't do...
But your mention of Clinton jogged my memory...
For some reason, the idea that I remember a street scene of Hussein walking the streets of Iraq past damage from the Desert FOX bombings under Clinton entered my brain.
I could be totally off my rocker.

Saddam 'cuddles baby on Baghdad walkabout'
(AP) - Saddam Hussein has cuddled a baby during a walkabout in the streets of Baghdad.
Lebanese TV showed video footage allegedly of the Iraqi leader being cheered by crowds.
Satellite station Al-Jazeera TV also showed Saddam picking up a baby during the impromptu public appearance, in what could be an Iraqi bid to prove he is still alive.
The video footage, although billed as live, was broadcast after dark in Iraq and Saddam was seen walking, surrounded by chanting Iraqis, in the daylight.
Meanwhile, thousands of Iraqi's have ignored his pleas to stay and fight, and are fleeing Baghdad after US troops seized the capital's airport.
Civilians packed food and belongings into trucks, buses and cars in a mass exodus from the city's northern and north-eastern districts.
Some witnesses described queues of vehicles extending bumper-to-bumper as much as six miles. Many were headed to the province of Diala, north-east of the capital.
Earlier, Iraqi Information Minister Mohammed Saeed al-Sahhaf promised an unconventional response to the advance of coalition troops and said he was referring to commando and suicide attacks.
Well it ought to be easy to figure out where it was filmed, given the Big Chicken statue in the background. Either it was Baghdad, or Marietta, GA.

General Downing just asked from Kuwait why on a 100+ day would some people around Saddam be wearing jackets. He said it is hot in Kuwait and even hotter in Baghdad and these people do not look hot!

This double seems to be moving his left arm freely -- to lift a baby, to make motions with his hands, etc. They are looking the tape for the most part now, over and over again. Missed the baby footage before shooting off the mouth, of course.
