This bill is for women who are threatened," he stated in a House press release, "who are not safe in parking lots, while jogging and who don't enjoy the freedom to come and go like others in our society.
"This bill is for those who feel defenseless and desperately helpless. That feeling should not be happening in this great country of America."
The state's aggravated assault rate is the highest in the nation, the rape rate is third highest and there have been several recent high-profile domestic violence-related murders, Heaton stated.
In committee, testimony in favor of the bill was heard from women who have been stalked and attacked, the release states

The bill provides standards for those who would qualify, including being at least 25 years old and a U.S. citizen and New Mexico resident; having no criminal record or alcohol or drug addictions; and taking a firearms training course. So, the message is that stalkers and rapists and jilted boyfriends are only interested in women who are at least 25?
So why is Gov. Bill Richardson, the Monica interviewer and job finder and general willing pimp, going to be signing this bill?

Yea! I'm really happy about this. I have carried my gun even though it was illegal because we do have such a high murder/rape rate in NM. I had to chose between being a victim or being a criminal. I chose criminal after a lady that lived a block from me was raped and murdered! I take my gun with me all the time.

I grew up in Carlsbad. I haven't been back in 25 years but, unless things there have radically changed, those cowboys don't give a d*mn if there is a law or not, they been carrying right along...
There is actually a grave marker out in Rocky Arroyo that legend has it was a horse thief. That was where they found him. If I remember the date is 1913. I last saw it in '69. Impressed me. I can't even ride a horse, but I got the message.
The reason that New Mexico is Democrat is the lefties that moved to Taos and Santa Fe.

"The guy that came-up with this bill, John Heaton, is a Democrat so its full of restrictions." Ah, but once the law is in place allowing concealed carry, the restrictions can always be reduced. Incrementalism works both ways. And it works especially well when the "Fear, Uncertainty, and Doubt" spouted by the anti-gunners about "gunfights in the streets" never pans out.

Ask any law enforcement personnel and they will tell you the crime rate plummets when citizens are licensed to carry a concealed weapon.
