Disinformation is key at this point in time. I figured, the bombs would start dropping and Bush would get airtime in about 20 seconds from these media outlets and would not have to ask hours or even minutes in advance.

My guess is the war will have already started at 8 PM Eastern. The announcement usually comes after hostilities have started. I don't think the US really cares about surprise here -- there's really no respect for the Iraqi forces.
