No, I think what they will do is try a couple more times to get unanimous consent. They would prefer cloture not to be the standard, so they will try and work this a little more before they file again.

I agree with you that others will come over on subsequent cloture votes IF the pressure builds at all. If the pressure fades, then it will be tough. Frist and the leadership will need to be very strong on this.
