I thought that was a bit different. He said to go to their webiste to get some tips on how to form a family emergency plan. Given what Ashcroft said about the arrests in London, my guess is that they're worried about a chemical attack.

Yes they said it is a good idea for families to have plans on how to get in touch with each other etc; in case of anykind of emergencie.

Speaking of juvenile, I stopped responding to color codes in third grade, the fact that our own govt. is treating the entire country like a a group of noisy children who won't be allowed to go out to recess until every last one of them folds their hands quietly is pretty infantilizing if you ask me.
