He's reading the riot act to Sadaam Hussein.
Dictator of Iraq is making his choice. Now the Security Council was make its choice. Security Council must show its words have meaning. Must not back down when those demands are mocked and defied by a dictator.
Will welcome a second resolution. But no good without resolve.

Says dicator of Iraq is throwing away his last chance. Now the Security Council will show whether its words have meaning. They must not back down. They must not be backed down by a dictator and mocked. We would welcome a resolution with teeth. The US will do it anyway with its own allies . (Paraphrasing here.)

"Maybe I can break it down for you this way: If I had any luck at all, it would be bad luck." Must be contagious. Hope everything is alright now. ; ^ )>

Putting it to the Security Counsel to back up its unanimous resolution. Time to do what it decreed. UN's relevance is on the line IMO.
