I agree with those who said the countries had already drafted their replies prior to the content presented. However, these folks are just like Doubting Thomas--they need to stick their hand into the anthrax vat before they will accept. Maybe it just needs to be snuffed up their noses.

This is embarrassing, but I have to admit this is the first time I have ever spent any time listening to the UN deliberate something. And this leads me to a question:

You are 100% correct! One of our "lessons" today was to listen to this entire U.N. session - discuss it - then write a short report. We haven't studied much about the U.N. up to this point - I believe he will remember this and learn MUCH more than if he just read a textbook about it. He is listing each country and trying to decide if they are "for us or against us" LOL
