Mandela said he would support military action against Iraq only if it's ordered by the UN. Something is either right or wrong. A vote doesn't determine that.
If Mandela is telling the truth about this, he then has no ability to make his own decision or judgement.
As far as how the President should address it: he shouldn't even bother.
