The following is excerpted from the New York Times ... Bush is turning out to be a much smarter adversary than the Democrats ever imagined. This is the sneakiest thing I've ever seen ... and what's better is that he got Ted Kennedy and George Miller's slime all over it.
The new regulations, which are more stringent than expected, could leave hundreds of districts scrambling for alternative places for children who want to transfer out of poorly functioning schools.
The new regulations do not oblige school districts to adopt specific solutions. At a news conference here today, Education Department officials said that schools might consider signing contracts with neighboring districts to accept students from failing schools, hiring more teachers or building new classrooms at more successful schools.
But critics suggested the administration was quietly paving the way for vouchers to private schools as the answer when districts could come up with nothing else.
But the salient detail here is that parents will be given the opportunity to get kids out of failing schools, even if said parents do not have the ability to pay for private school or to homeschool.
There shall be no mercy.

Well, I wonder what surprises are in the Homeland Security bill? HA!
Is gloating allowed? I was saying during that whole debate that even though Bush didn't get vouchers per se, he got measures for detecting failing schools, and remedies for students trapped in them. Looks like he might have gotten vouchers after all.
And I think he also got authority to go to war in Iraq when and if he thinks it's necessary, no matter how much people moan about inspections.
Our president impresses me more each day, and I loved him from the start!
And what do you think is coming next?
The ground is prepared. And the solution is in hand.
The next Education Bill will provide for vouchers. Which will, of course, be administered at the local level and overseen by the states.
I am happy to say this development does not surprise me.
The State is gearing up to offer those kids a 'Certificate of Attendance" in lieu of a diploma if they have done all the work, but just flunked the MCAS.
To tell you the truth, I don't think it will make much of a difference. Many of those kids probably never intended to attend college anyway. Did you know that you don't really have to have a diploma from an accredited high school to get into college? Lots of homeschoolers are doing their own home grown diplomas with extensive portfolios. Those along with good SAT and SAT II scores are getting them into colleges all over this country. The educational elites sometimes forget that not everyone can or WANTS to go to an Ivy League School! There are many fine colleges for which it is easier to gain admittance simply because everyone is trying for the big ones!
